Manager, People & Development– Operations

Lead at scale. Influence at the top. Make work matter.
Melbourne | Full-time | Hybrid (4 days in the office) | Reporting Directly to the CPO

The Manager, People & Development is where operational excellence, industrial leadership and purpose collide.

Jewish Care is a large, complex and values‑driven organisation supporting thousands of people across aged care, disability and community services. What we do changes lives and to do it well, we need exceptional people leadership behind the scenes.

We are looking for a senior, confident and deeply capable HR leader to take ownership of our people operations, workforce systems and employee relations at organisational scale.

If you thrive in complexity, enjoy being the go‑to expert on the hardest people matters, and want your work to genuinely mean something this role will stretch you, challenge you and reward you.

This is a rare opportunity to:

  • Lead end‑to‑end HR operations across a large, regulated human services organisation
  • Be the trusted adviser to executives on high‑risk, high‑impact ER and IR matters
  • Shape how HR is delivered — systems, governance, service models and standards
  • Lead enterprise bargaining and represent the organisation at the Fair Work Commission
  • Build and mentor a capable HR operations team while influencing leaders across the business

You won’t be supporting from the sidelines. You’ll lead the engine room of People & Culture, setting the standard for workforce compliance, HR systems and operational excellence.

As the escalation point, you’ll be the leader others turn to when it really matters — coaching, challenging and empowering your team to deliver confident, compliant solutions to complex issues.

You’ll own HR systems, workforce reporting and audit readiness, ensuring strong governance across employment law, Awards, enterprise agreements, NDIS and Aged Care standards.

Partnering closely with executives and senior leaders, you’ll shape people leadership across the organisation, setting clear expectations for fairness, consistency and professionalism.

This role is for you if you:

  • Have led HR operations and ER/IR in complex or regulated environments
  • Are confident navigating Awards, enterprise agreements and legislation
  • Have managed high‑stakes employee matters with sound judgement
  • Are credible with executives and calm under pressure
  • Enjoy bringing clarity, structure and improvement to complexity
  • Want your leadership to have real social impact

Experience in aged care, disability, health or not‑for‑profit settings is highly regarded, but not essential if you bring the depth, judgement and leadership maturity this role demands.
